I have speed limit in queues
CPU has high load, and I think this is for queues.
Is any way to limit speed? please anyone recommend me which settings was best for internet providers

You should group related queues under a parent that specifies your ISP’s real speed as its max-limit. One queue for all “L” queues, one for all “G” queues. Also, place those parent queues at the very top.
If it’s still not quick enough, you might consider queue trees. They’re still somewhat of a voodoo for me, but I do know they work wonders if you set them properly.
What router are you using and how much bandwidth is going through it?
Most of the queues are the same speed. Consider using PCQ and you will be able to reduce number of simple queues to just a few, it will improve performance: http://wiki.mikrotik.com/wiki/Manual:Queues_-_PCQ

This is easy way, I like this. but my friends recommended me queue trees.
