Queuing question

Here is a simple diagram of my setup.

I want to create two queues for these two groups

  1. Management
  2. Users

and want to assign 1 mb to management queue and 3 mb to users queue, and want to add the specific computers to the management queue, so that they can take more bandwidth and all other computers should connect to the users queue by default. If there will be no active computers in the managment queue then this 1 mb assign to the users queue automatically and if there is some spare bandwidth in the users queue then that should be assign to the management queue automatically as per need.

Can somebody guide me, how i can achieve this scenario?
