R52Hn not as advertised?

Spec sheet for the R52Hn says power levels up to 25dBm:

Brand new R52Hn in a brand new RB433 testbed won’t go over 22dBm:

I have tried every “band” setting that has a G in it, and none of them exceed 22dBm at any modulation. Am I doing something wrong?

You need BOTH chains enabled for 25db.

OK, thank you. I only have a single omni on the tower, so that explains everything. If I need more than 22dBi, I’ll think about putting a UBNT XR2 in there.
