If you are talking about HotSpot MAC authentication via RADIUS, than username=MAC-address password is blank.

It’s a Check item, therefore the operator Radius receives does not matter. You need to send the appropriate access-accept or access-reject however.

A Password attribute is not sent as part of the MAC Authentication request. Password is therefor not blank, but rather, it doesn’t exist actually.
