Radius MAC Authentication with both DHCP and static IP

Greetings, I am new to MikroTik.
Setting up Radius with MAC authentication.
Works fine with DHCP server. But how can I configure it to also authenticate devices with static IP addresses (on the same port)?
Hotspot seems to want to install a firewall. Is there somewhere else I can look?

I would eventually like to set QoS, priority queues, DHCP groups, rate limits, etc. via Radius.
Can this be done?

I have an Access Point (radio) connected to the router port.
Some devices obtain their IP from DHCP server, others have a static IP.
I would still like to do MAC authentication via Radius using a remote SQL database.

Enabling radius on the DHCP server setup is working fine.
But what needs to be enabled in order for the router to issue the radius Access-Request and pass along the MAC address for the static devices?
