Rate limit separate hosts

Hello guys

I have to manage bandwidth from different sources to go out side internet.
how can i do that?

I configured IPsec between 2 branch’s and HQ RB sharing internet to branch over the IPsec, so it has two network pool and i have to configure, what host ip can using 128kbps go outside internet, another one host can go outside 256kbps…/have to configure rate limit on host one by one/
