I had same problem. I have tried to upgrade ROS version but router never starts. Then I tried to install new ROS using Netinstall. Some PC failed to install new ROS using Netinstall. For example: My Dell N5010 never works with MAC based applications. (MT neighbor veiwer, Winbox mac login, Netinstall etc). Maybe there is some problem with NIC card. It can discover MAC addresses but can not login or transfer files.

I used Thinkpad E100 for to use netinstall.
