MY RB CPU UTILIZATION IS ALWAYS 100 PERCENT. PLEASE SEE SCREENSHOT.
SHOULD I DO RESET AND RECONFIGURE AGAIN?

I would first share your config with us…looks like a misconfiguration (why did you add a vlan to eth1?).
/export hide-sensitive file=anythingyoulike

Take a look at Tools > Profile to see which service is using more the cpu
