I have an RB1000 running RouterOS 4.5 and firmware 2.20. Whenever I reboot the router from RouterOS, both the green and blue lights stay on and the router hangs. No beeps. I don’t know if it’s not shutting down or not starting back up. If I pull the power, it comes back up fine, but there’s no indication in the log of a problem.
Any output on the serial port console?

I have a customer with the same problem. It looks like a RAM problem. We have been upgrading with Crucial RAM. Worked fine for months but now we are hearing of problems.
