It is not recommended to run User-Manager on 192, probably it is possible to run few clients, but anyway it is not recommended.

I think that 65 users are too big number for RB192, you have to consider RB333.

Rb100 series is a CPE, for SOHO applications. 65 users is a serious location, you need to consider RB333 or RB532.
