first of all this is my first post so I’d like to thank the wiki users for the useful hints they always give me 
Regarding the problem, I’ve an issue with a RB2011L-IN RouterBOARD: the problem is that, after power on, I’m not able to log in either by telenet, ssh, webfig or winbox.
The device is supposed to be just shipped from the vendor so it should have the RouterOS installed with default configuration.
I cannot even ping the device and, looking at wireshard on the ethernet NIC, I cannot see any response coming from the board: what i can see is just my winbox requests (for the mac server).
Has anyone experience such a problem ever?
How could i try to recover the board?

did you try other Ethernet ports?

Hi, after some power cycles the RouterBoard now is booting properly and being accessible through port ETH6: I cannot explain what happened but after some reboots I managed to access the board without the need for a netinstall; I’d suggest to boot the device with the rj45 patch plugged in and power on the device: instead if you boot the device and plug the patch after the device has booted in my case the interface will not come up and stay down.

Did you connect directly from your PC to via Switch? Did the LED light turn on on the device? Maybe you have some firewall on the PC which initially blocked connections?
Ok I reproduced the problem : whe you’ve a Gigabit ethernet port I was not able to correctly negotiate and the port eth6 did not come up. I put a FastEthernet switch between my pc and the RoterBoard and I was able to correctly negotiate. I’ve a 5.14 RouterOS on the board: I upgraded to the 5.16 and the problem has not raised anymore.
