i just brought my RB last november

at first i contacted my ISP and someone from them came to us then check the lines and said it was all good and no problem is it possible that this is bug or misconfig on my device?
I already did these reset configuration (redo), check ddos symptoms, re cables all links and so far i didnt found anything wrong or im just completely blind except the cpu usage hits 95% at peak hours.
