RB493AH running at 100% almost constantly

I have a RB493AH running at 100% almost constantly, in profile “Management” is the highest 83 to 95%
All other items listed are running very low, I have disabled any packages not being used, even with 6M of traffic still high CPU load almost constantly, how do I fault find a issue like this?
