RB532A w/ ROS 3.9 can't access console error

In winbox / click new terminal button, get this:

MikroTik RouterOS 3.9 (c) 1999-2008 http://www.mikrotik.com/

could not connect to console, try rebooting the router

I had this on ROS 3.7 with my RB133c, but it turned out to be a package that was nailing the cpu. n00b suggestion, check what packages you have installed.
