All I want to do is remove the default config, start from scratch, and program the router the way that I want to program it.
But, the board seems to retain a lock out of WinBox access except within the default subnet. When you remove the default config, the RB750 has an IP of 0.0.0.0 and will not allow access from any other IP, and will not allow access via MAC telnet.
I can not find the lock out… Where is it? How do I remove it?

Will reset the router to no config at all. It will have no IP address or any other config. Connect with Winbox to its MAC address to set it up. Simply click on the router’s MAC address after its discovered in Winbox.
Unfortunately, that does not solve the issue.
The router restarts with an IP address of 0.0.0.0 but will not allow WinBox to connect via MAC.
You are either not on the same L2 segment, or something is blocking your MAC Winbox connectivity. I configure RBs like this daily, as I imagine thousands of other people do. Something on your network is making it not work.
