RB750Gr3 HDD Full

So I have a RB750Gr3 that I have hooked up using as a test router. I use this as a test for all my firewall scripts before I put them into production. One of the items that I wanted to test, because we currently have it in production but need to modify, is UserManager. However, although I can copy the user-manager-6.42.3.npk (current version of OS loaded on router), when I reboot the usermanager is not there. Also, I am finding that if I make changes to current firewall rules, the changes don’t remain after a reboot. The other issue that I have is that I can’t save off a copy of the config, because resources shows that there is currently 0KiB available out of a total of 16.3MiB. I installed a USB thumb drive, hoping that it would see it as additional drive space. I formatted it with ext3. In the files list it shows as disk1 and shows a folder of disk1/lost+found. If I look at System > Disks, it shows disk1 with a type of ext3 with 7.3GiB free and size of 7.5Gib.

My first question is, what is taking up all of the original 16MiB of space on the flash HDD?
Second question is, why is the router not seeing the USB drive as additional HDD storage space?

By they way, the router was rebooted after the USB disk was inserted and formatted to make sure that the system saw it.

If it possible deinstall usermanager and if not do a check of the system/configuration to free flash memory.
