RB751G: Router won't boot, all LEDS flashing after upgrade

I set up a new RB751G, then upgraded the stock ROS 5.6 to 5.16. Upgrade worked, but after a few minutes all LEDs started flashing in a steady rhythm. It now does this at every boot and the router doesn’t seem to boot.

I tried holding reset after power-cycling, but the lights just keep flashing. Am I not pressing hard enough or soon enough, or is it bricked?

(Feel free to move this if it belongs in the Beginner section)

EDIT: after some more searching it looks like a known issue, but with no solution that I can find.
