I have created a bridge interface with 3 ethernet ports, 1port is not used at all.
I am trying to figure out why i am having slow file transfers about 4MB/sec between two ethernet ports 1Gbps.
I am using bridge filter rules but when i do the file transfer the cpu usage is low. If the filter rules are slowing down the bridge interface i will see cpu load right ?
Mikrotik devices in bridge modus are indeed more cpu intensief.
Also match bridge filters are heavy for cpu
The performance will be more if you work in switch mode.

Do you want to use the RB951 2Hnd as a wireless router?
By default the RB951G-2HnD has ether2 and wlan1 in a bridge. Ether3-5 have their master-port set to ether2.
Traffic between ether2-5 should occur at wirespeed 1000Mps. So perhaps set the ports back to switch and try again. Be sure to remove from the bridge before setting their master ports.
If you are using a bridge and have bridge filters in place I assume there is a reason behind that ? Could you perhaps share you logic and bridge filter rules as there may be a more efficient way to do it ?
Also check the status of your ethernet ports and ensure they are actually negotiating Gigabit - I found a faulty cable once so one host was only getting 100Mbps
