RB951Ui-2HnD Not getting IP from DHCP pool on WAN.

Here is the situation:

I have an RB951Ui-2HnD running 6.18.

It is connected to an existing network with another router that is serving DHCP IP’s.

It is set to WISP AP
The mode is Router
Internet
Address Acquisition: Automatic

IP Address: BLANK
Netmask: BLANK
Gateway: BLANK

Local Network IP is:
(set as default)
192.168.88.1/24
DHCP Server checked

DHCP Server Range: (default)
NAT checked

SO if I have the network cable plugged in the Internet port when it boots, then connect a wireless client, the WIFI clients pick up an IP from the Network (192.168.1.x) NOT the NAT’d DHCP server in the RB951 (192.168.88.x) which is good I guess because I can get out to the internet from the device but I can’t get to the RB951 to manage it, it doesn’t appear in the networks DHCP client list so I don’t know what it is because the default 192.168.88.1 doesn’t respond. If the Internet port is unplugged at the time of boot, the RB951 issues a DHCP IP to the wifi connections and I can connect from the device of Wifi to the RB951 and manage it fine, the problem is there is no internet access even if I plug the network cable back into the internet port.

The weird thing is, I have another Mikrotik but its anRB951-2n running 6.27 and it has the same configurations but it works awesome every time. No problem getting an IP on 192.168.88.1 on the Wifi. I am able to access the internet and the that router on 192.168.88.1 as expected.

What am I doing wrong?
