RB951Ui-2nD unusual light blue LED, hardware issue?

I have an RB951Ui-2nD that’s been sitting unused for a year or two.

I plugged it in today and it wouldn’t pull an IP address from the upstream DHCP server. I reset the configuration to factory/Home AP mode (both via WebFig and the reset button); still nothing.

The LEDs are a little odd. Even when nothing is plugged into any of the Ethernet ports, LED1 is alternating between solid green and solid light blue (a sky blue color, much lighter than the deep blue that appears when the unit is first powered on), and LED2 is slow-flashing green. (LED3-5 remain off).

LED1-2 do not change if a live Ethernet connection is plugged in. System/LEDs is configured to blink with activity on the respective ports (the default).

Even more oddly, Ether1 and Ether2 both display “link ok” in WebFig, and the log is filled with link up/down notifications for Ether1 (even though nothing is plugged into any of the ports) and error notifications for Ether2’s bridge port receiving packets with its own address.

I’m assuming hardware failure, but I wanted to run it by here first before tossing, especially since I wasn’t able to find any info on light blue/sky blue LEDs on Tik devices…
