First you should monitor your Signal parameters in time to compare them with ping response time.
In my experience the speed and latency can change in time with similar signals. This can be differ without or with 2CA or at differ Band.
My main 4 ISP in PL use differ FAP (Fair access policy) / FUP (Fair Usage Policy) and in first X time or X GB of traffic I can have better internet. Slower in day, some BTS slower then other etc.
Your question is to generic to give you answer like “This is bug, all we have this and this is normal, write to support”.
RF world is not perfect and you should more monitor your current LTE Parameters first.

Currently I write other script who gram and show Min/Max value of recorded signal’s but I still in creating “Avg” function and then I post it at forum. This will be good source to e.g. create a new way of works with LED and display the signals but this is future.

When I monitor LTE interface, I have good values :
rsrp: -74dBm
rsrq: -7dB
sinr: 15dB
cqi: 6
normal average latency is around 30ms, but suddenly average goes up to 300ms, with some packet loss. The radio signal is still good during latency issue.
There is no congestion on LTE interface, I have a premium subscription with my ISP with QoS (qci, arp), I need to reboot the modem to get good latency again, this why I think the ISP is not in cause.
Current Router OS is 6.45.7, I will upgrade to 6.45.8 tonight to see if it fixes this. Another point, when I have this latency problem, I tried to use skype, the remote party does not hear me well but I do hear well the remote party, so receiving is good but not transmitting.
i my experience with 4G, latency will go very high if you saturate your link near fully. so don’t mind on absolute numbers, just when you see latency drop, just find what is using your link, stop it and see if latency go back to normal. when BS is busy, in the evenings at most, you will see latency spikes more often with the same internet usage compared to time when BS is relative free.
When I notice high latency, there is no load on LTE interface.
I don’t think it is because BTS is busy because every time I reboot the modem latency goes back to normal.

Can I do the firmware upgrade using another interface that LTE to download the firmware ?
In CLI is a parameter with firmware-file but MikroTik ( as vendor ) not publish any firmware file-s then we not know from where we can download it.
This means to today we can do upgrade firmware only by LTE interface itself or ask the support@mikrotik.com.
I never ask the support about firmware file and I not have idea they can share you it, you must ask them himself or just put SIM card with working internet connection and do the upgrade via lte1 interface like the documentation say.

Not, not use this device or create a qos 1/1mbps and run loging the icmp time.
If you say that device is not used but lte have strange latency problem then show it us.
