On all radio was installed license ( Level 4 ) for AP
Mikrotik Company returned to me ? ( My Licence )
Ordinary (non-CHR) RouterOS license is bound to your device (RouterBOARD or disk drive in case of x86 version) and is not transferable to other devices.
Why ?

but in past days - if you had one of you RBdevices destroyed - you may used its license to upgrade ROS license on another(within same arch), eg if you had say HAP AC broken by lighning and would like to extend you rb2011 license ot level5(or whatever deceased unit may had) - you sometimes get it.
but “in general” its not make sense much. and saving/safeguarding/backing-up say x86 ROS licnese for example - is ROS -powered device matter.
You said you have a device with L4 license destroyed by a fuel rig (big truck in other English). So you buy the same type equipment, and you will get your L4 license.
If your equipment was sold to you (years ago, when you installed it), with L3, and you wanted to make from it an AP, so you have paid or somehow obtained a L4 license in the past.
So do the same procedure as you did years ago when you obtained the L4 license. If you have purchased it separately, you might consider sending an e-mail to Mikrotik support, showing the pictures of the destroyed device, and kindly asking to send you a replacement key for L4.
I lost my RouterBOARD, can you give me the license to use on another system?
The RouterBOARD comes with an embedded license. You cannot move this license to a new system in any way, this includes upgrades applied to the RouterBOARD while it was still working.
There is a (small) chance that he bought L4 for L3 licence devices (except BaseBox). In this case he has the right, for a 10$ fee, to transfer on other devices. Sextants came with L3.
