redirect suspended account / customer to specific page

is there a way to redirect suspended account / customer to specific page. (e.g. www.dnsname.com/suspended.html)

For what kind of users? PPPoE hotspot, . . . ?
I see my ISP use this for PPPoE service. when my credit finish, instead of block me to authenticate, let me to connect but redirect me to a page which tells your credit has been finished. “PAY”.

i am using v5.8 and i have 100 customers.i am resricting these 100 customers using QUEUES.

Is this payment remainder is applicable to queues?
