I have a question. Why Regulatory domain is only added on 2.9 and not in 2.8 version?
I think that wireless driver can be used into 2.8 and 2.9. Why these differences?

why isn’t everything from 2.9 added in 2.8?
answer is simple: when there is something new made, we have to test it. for testing, there is the BETA version, where people test new features and report problems.
