Remove duplicate OVPN client

Router (CCR1036) has around 1000 active openvpn connections.
I set Idle timeout in PPP Profiles → Limits to 00:02:00 but when I remove active client it reappears and IP address is present in Ip Pool.

You need to disable the account before deleting the active client, otherwise the client will dial again automatically.
