Would it be much trouble to add discovery modes: on/rx/tx/off?
For example:
[admin@Mikrotik] /ip neighbor discovery-settings> print
discover-interface-list: !dynamic
discover-rx-only-list: cust
If interface is present on both lists, rx-only list should take precedence.
It’s often useful in diagnosis to see what problem-reporting customer has in their network, but at the same time we don’t want to disclose our network’s internals, so we keep discovery off on customer-facing interfaces. What’s sad is: 15-year old d-link switches can be set to only receive discovery traffic on some interfaces without transmitting on them.
