restore-config-from do nothing

I am try to copy config from another partition:

/partitions restore-config-from part1

Router say about copyinf, reboot and config don’t restored. What is wrong?

have found the same problem trying to do copy-config-to (it says it copied, but when it boots into part1 the config is ancient, and not the copied one).

definitely affects 6.44.5
