Restrict Clients based on number of mac(devices) on IP

Hello,
I am new here and I have just started using Mikrotik for my ISP needs

My clients are on Static IPs, I want my client to use just 10 devices(MAC) on a single connection, Even if they are behind a router,
I know I can achieve this by putting subnet mask on CPE but I want to do it from my end, Is there any way to do it on Mikrotik,

If you are not in the same L2-network you can not tell how many devices are sitting behind that customers CPE router.
