The UART should be functional, but it can only be used (on some boards) to (hopefully) see errors in the boot, as console (input) should be disabled, see:

No terminal output on serial port

I’m trying to access Terminal on my RB941-2nd using a USB-UART device. I connected the device’s TX to RX, RX to TX and GND to GND.I left the 3v3 pad unconnected since I’m powering the whole board with an adaptor. I also used the router’s defaults for serial, 115200 baud rate, no flow control, 8 data bits, 1 stop bits and no parity. I also double checked which COM port the USB-UART device is using. Bricked Routers

I pulled some old units out of storage. I needed a wireless bridge for a trade show. So I started with an RB751 which had ROS 6.40.1 on it. I wanted to use Wireguard and so I tried to upgrade it to 6.49. The upgrade went fine, I thought, using Winbox. The router rebooted fine and had the OS running. Anyway, the plain Ac3 has been a popular device, the LTE6 version not so much, so it is more likely that you can find something related to the Ac3.

Still I believe that you will need a “chip-off” approach if it is not booting (and a dump from another identical device).

Remember that if you change the physical chip you will lose your license as those flash have a sort of GUID to which the built-in license is tied, but as well if you somehow flash a dump from another device, the license won’t be good anymore as it is tied to the other device.
