Very likely it has a very similar board to the “normal” hap AC3 with a LTE modem added.

The UART should be functional, but it can only be used (on some boards) to (hopefully) see errors in the boot, as console (input) should be disabled, see:
Anyway, the plain Ac3 has been a popular device, the LTE6 version not so much, so it is more likely that you can find something related to the Ac3.
Still I believe that you will need a “chip-off” approach if it is not booting (and a dump from another identical device).
Remember that if you change the physical chip you will lose your license as those flash have a sort of GUID to which the built-in license is tied, but as well if you somehow flash a dump from another device, the license won’t be good anymore as it is tied to the other device.
