The routing-test package seems to be missing from the RB5xx packages, why, it’s in the x86 packages?
I’m using this package on my routers and I don’t want to do a remote upgrade on my RB532s if it will potentially stop me from getting back in. My x86 routers upgraded remotely OK.
I had the same problem. I downloaded the current “Combined RouterOS package” and it had the routing-test in it. I guess the “routing-test” is omitted from some distributions.
The problem is other posts warn against downloading the combined package because it causes lock-ups. So caught between a rock and a hard place, I either download the combined package and risk a lock-up or download the separate packages and risk a lock-up because the routing-test package is missing!
I found the Router-Test package for the x86 in the download directory, as it
wasnt in the all-packages for x86. I didnt notice and locked up the first unit
300km away. 
So http://www.mikrotik.com/download/routing-test-2.9.45-ns.npk should do it, but
doesnt.
