Routed network OSPF Scan

In tools ([admin@test] /tool> ip-scan ) where you can scan a ip range and location of used IP address’s, so this prevents using dublicate IP on the network which leads me on to my question is there a method to scan a network for used or was used on a router, in my case routed network /30 OSPF area backbone address’s
