Router issue after ISP outage

We had an ISP outage this morning and now the router is not receiving packets from my ISP. It’s been months since I made any configuration changes on the router.

I have a static IP address assignment. I can see the router send ARP requests for my ISP gateway address and a response from the ISP, but other traffic doesn’t work.

If I bypass the router and plug a laptop into the ISP connection and set the same static IP address, the laptop is able to connect.

I tried changing the MAC address on the router’s interface, but that didn’t work.

The router is a RB3011 running RouterOS 6.49.2

Before I factory reset the router, any suggestions would be appreciated!

Oh, I have rebooted the router several times as well as the ISP’s ONT.

It appears to have been an ISP issue. It just came back up. No explanation though.
