Router not accessible via VPN from secondary network

Hi folks,

I set a firewall rule to disallow 192.168.1.1 (router) access from secondary network (192.168.2.0/24). However, when i VPN (l2tp) in to the router from the secondary network, the router still isn’t accessible. It works just fine when i vpn in from the internet.

Any help would be appreciated. Thanks in advance.
