Router slows down with load balancing

I have a RouterBOARD 3011UiAS which I upgraded to v6.46

I have 3 ISP which I wanted to put on this router for load balancing & failover. So far, I’ve shifted 2 ISP connections to it.

I can see ether2 running at 5Mbps and ether3 at 10Mbps which are the bandwidths I have from the ISP’s.

However, after a few minutes the speed on the ether3 connection drops down to around 10Kbps. If I shut down one of the WAN ports, the other immediately jumps to full speed. If I re-enable it, speed drops again. If I reboot the router, both run at full speed for a while.

Health shows free memory 980 out of 1024 and CPU at 2%.

How do I check/fix what is causing this?
