You can create some static HTML pages for the hot spot service to use, but I dont believe that the will reside on the USB device…
You can’t do that.
What you could do, is use Metarouter and have some other OS with a LAMP setup sitting there. RouterBOARD and RouterOS will work the same, but you will also have a full featured web server in there.
