If I purchase RouterOS version 3.16 with level 5 licence, I may upgrade for free till version 5.x
What if I buy RouterOS version 2.9.51, till which release I will upgrade it for free???

There would be no sensible reason to buy a 2.9 license.
Your V3 license will work on 2.9.
