Verbal and physical attacks on strangers on public transport for having conversations in a language other than English played at least a small part in Mrs DuctView and myself moving home. In these days of Google translate etc, I would let a title in German pass.
The pdf linked to by the OP does not look very spammy to me. It looks like an on topic project, which we get here from time to time, with varying degrees of self promotion. I draw my line between this and off topic spam.

Merely posting a PDF to an MD-based forum is a big red flag. It's less than a month since the most recent RCE in Acrobat, and one in a very long line of them.
You are right but why all forum users have to use any translator if the Author could use it once for all? BTW I think that there are a lot of German speaking users here so it has not been a problem for them but if we start accept every language as "translators exist" then we end with a big language mess. Not only in topics but in all conversations.
You are right if they talk among themselves. If they start to talk to you then it's a different story. I wouldn't be suprised that you do not answer me in Polish if there are 99,999% English speaking people in the bus/train. Or even ignore me.
