l’m new to RouterOS. l want to setup billing system,cache server, bandwidth management, web proxy using RouterOS on a PC. How do l go about this? Also, l want in a situation l can login remote to the Server.

Trial and error is going to get you most of the way. Search the forums and wiki for each topic/feature you want to setup. If you need it fast, you probably need to hire a consultant. What version of RouterOS are you trying to setup?
