RouterOS V6.7 which best way to do traffic shapping

Hi guys,
I need some advice, I’m using RouterOS V6.7 and using a simple queue to limit the user. I have dedicated bandwidth 150M/150M and Im giving public I.P.( live I.P ) to client. before i don’t have a problem because is not yet congested. But now it’s congested already, I want to do a bandwidth management that has a bucket( contention ratio ) let say 4M/2M the it will have 5 client or child. its that possible in V6.7

For simple bandwidth sharing and congestion avoidance, PCQ would be your best bet. We use this in a queue tree with a single parent to provide multiple classes of bandwidth (1/3/6/etc…).
