Routing +Economics Question

Hello,

We have a few cell/data-only modems with the local telco which are servicing some small remote networks. We also have the requirement to filter some of the traffic at those locations. We have been shopping around for some solutions and have come up with the following:

a) place an appliance with each modem, cost: price of hardware + annual license fee
b) route the traffic through an existing appliance by means of:
b1) VPN, cost: the extra data needed for establishing/keeping the tunnel connected, although cheap we don’t like the thought of increased latency and additional slowness
b2) MPLS or similar provided by local telco, cost: lots, initial setup fee, annual plus monthly fees, but is extremely fast, is easily expandable and basically puts the cell modems into our network. We like that.

We’d like to hear your thoughts, comments and suggestions.

Are these modems in the telco’s premesis, at a customer’s site or somewhere else?

Licence fee? Who would this be paid to and why?
