After configuring my Router OS 5.5 with a second internet connection and started using router marks to route traffic I am no longer able to connect from the outside in with winbox, i cant even get a ping reply, What type of rule do i need to make this happen?

Have you put rules in the output chain?
I have never used the output chain. what should the rule look iike so I can winbox into the interface that has the routing mark

PCC example in wiki describes what you need to do:
First it is necessary to manage connection initiated from outside - replies must leave via same interface (from same Public IP) request came. We will mark all new incoming connections, to remember what was the interface.
