routing two networks problem

ihave problems with routing this :

my networcks
network1 - 1.1.1.0/24
network2 - 2.2.2.0/24

my ISPs GW
ISP1 - 1.1.2.0/30 for network1 - 1.1.1.0/24
ISP2 - 2.2.3.0/30 for network2 - 2.2.2.0/24

the problem is that if i set default rote to be ISP1 only network1 work
if set ISP2 only network2 work - i dont whant to ECMP (Equal Cost Multi-Path) Routing, i try to use Policy-Based Routing but when set two routing-marks on the network1 and network2 non of them work.
i upgrade to MK 2.9.8 and see new feture in “ip route” named “rule” but in users manual no info about it.

I have found that you need to put a distance into the route, a 1 or 0 should do it.
