Routing VOIP traffic to separate ISPs with 2 RB2011U connected with fiber.

I have a client that is using 2 RB2011U connected with Fiber (400 ft.) inside of a 100,000 sf refridgerated warehouse. They have 2 separate ISPs in 2 different offices. To better their VOIP call quality i want to route VOIP traffic over one ISP and all other outside traffic through the other. I have routes set for each subnet to go through their respective ISPs depending on type. Traffic is passing between each office no problem. I am wondering if when i install the VOIP phones (which will need static ips) will i have to set one of the routers to be a DHCP relay or to i just continue to leave DHCP turned off on one of the RBs?
