Actually RouterOS support SysLog service on unencrypted port, on standard or BSD format.

If for some reason you must encrypt the log on transit, use a IPsec-tunnel-like service for transport the log from one machine to another.

No, RouterOS has no Syslog-over-TCP+TLS support, only UDP support.
