I need script forbid webcam at night only .

You can use firewall, that has option time.
So, you do not use any scripts.
Just set firewall rule with time, that will work for time you need.

what kind of webcam you mean? any kinds, or a specific one? webcams transmit their video over the web, port 80, so it could be difficult to block all webcams. plus all webcams are different.
