Setup Public and Private wifi

Hello!
I’m new and i have a question.

I would to make two SSID one Public and one Private, Public can only access to internet, not LAN and have the bandwith limited to 1megabits… Private can access on Internet, Lan and not have any limit.

Now i have a simple DSL router with ip 192.168.1.1, and a simple NAS server on 192.168.1.50

Can Anyone help me??
