Hi its possible for example i have my ISP in my country Panama with 4mb, but a friend have a mikrotik server in USA and have 30mb can he share me bandwidth to my ISP ?

Nope, the limiting factor is your connection to the internet, you cannot exceed what they provide for you bandwidth wise.
