Solved.
Just disabled then enabled wlan2 and interface goes up with new access list rule

Make sure you have set ‘default-authentication=no’ at the AP.
I have tried on my AP and specify ‘signal-range=-70.120’, client with signal -77 has been disconnected after default-authentication has been configured to ‘no’.
