Simple Queue Buggy in V3.13?

HI all,
Anyone has experienced this:

Whenever the limit in simple queue is set, the graphic showed no traffic, but the actual bandwidth is limited accordingly to the limit set in the queue until the router is rebooted.
(it even not captured in MRTG)

Running ROS v3.13 on RB 1000u. Same thing happening to ROS 3.13 on x86.
But fine with v3.10 with both machines.
