simple queue for http request only. how ?

i have mikrotik 2.7.29
my main computer is connected with internet
ether ; public (public ip with 256 kbps)
ether ; private (nat) 192.168.40.0/24

i have setup internet for 192.168.40.0/28 with maximum 48 kbps
simple queue 48k/48k

whats my problem is:
this b/w restriction is applicable with file sharing between 192.168.40.1 and 192.168.40.3
or say with all my network PC, for this i have to disable queue to access file with my neighbouring PC

is there any way to assign queue with only internet service and downloads
for for rest, it should be unlimited..
